禁用 Windows 11 诊断和跟踪服务
今天打开 VSCode 时卡了一下，然后 System 往 C:\Windows\Temp\DiagOutputDir\Whesvc\perf\whesvc_input_delays_trace_2025-12-22_09_42_09_450.etl 位置磁盘狂写。这是 Windows 11 26120.4741 新加上的卡顿报告。可我连 Feedback Center 都删除了，不想报告，也不想生成这些文件，得想办法禁用
